Unable to connect to database server
If you still have to install Drupal, proceed to the installation page.
If you have already finished installing Drupal, this either means that the username and password information in your settings.php file is incorrect or that we can't connect to the MySQL database server. This could mean your hosting provider's database server is down.
The MySQL error was: .
Currently, the username is drupal and the database server is db1-main-vip.drupal.org.
* Are you sure you have the correct username and password?
* Are you sure that you have typed the correct hostname?
* Are you sure that the database server is running?

Você não comentou muito sobre isso, mas provavelmente isso aconteceu quando vc foi publicar um site que vinha sido desenvolvido em sua máquina. Ao publicar o site, deve-se trocar as informações para conexão com o banco de dados.
Que saiu do ar é claro, as para voltar vá em sites/default/settings.php e altere a linha 93, onde tem a variável $db_url. Siga a seguinte orientação(sintaxe): mysql://username:password@localhost/databasename

Cara, é o que diz ai... seu drupal já estava instalado? O servidor do MySql deve ter saído do ar ou então o seu settings.php deve estar apontando para um servidor errado. Se for isso, basta abrir o settings.php e colocar os dados certos.

Opa, não foi comigo, isso estava ocorrendo com o drupal.org. (coloquei inclusive o link no início da msg).
Tentei entrar lá para procurar um módulo e estava dando esse erro...
